The establishment of the Zone in 2011 came to respond upon the wise vision of the late HisMajesty Sultan Qaboos bin Said towards achieving a sustainable, balanced and diversified economic development in the Sultanate for decades to come, bringing equity in the standards of living between the different governorates of the country, and forging a closer relationship with regional and international trading partners.
The Zone particularly enjoys a number of comparative advantages including strategic location at a short distance from major shipping lines traversing the Indian Ocean, proximity to reliable oil and gas supplies from the Gulf region, abundance of commercially valuable mineral deposits and fish stock, and a natural setting with diverse desert and coastal landscape and beauty.
The driving vision behind the Special Economic Zone at Duqm is to become an important maritime gateway and logistics hub for Oman and the wider region, a flourishing industrial base for petrochemicals, mineral and fish processing, a diverse tourism destination on the Arabian Sea, and a modern urban centre supporting a high quality of life.
Several strategic investments have been realised in the Zone; including a deep-water multi-purpose port, a state-of-the art drydock facility for ship repair and maintenance, a crude oil storage and handling terminal at Ras Markaz, a grass-root oil refinery at a total investment cost of 8.3 billion USD, a fishing port and a fishery-based manufacturing complex, a regional airport capable of handling 500,000 passengers and 50,000 tons of air cargo, and two world-class industrial estates providing access to land and modern infrastructure. In turn, these anchor projects have unlocked numerous investment opportunities through forward and backward connections in the logistics, manufacturing, services and tourism sectors.
The Special Economic Zone at Duqm offers a world-class investment system which includes customs duty exemption, tax exemption up to 30 years, 100% foreign ownership of enterprises, a single point of contact for investors to access serviced land on long term usufruct basis, and receive regulatory approvals, including business registration and licensing, planning approvals, construction permits, environmental permits, and a preferential market access under the GCC Economic Agreement, FTA with the USA, and the Great Arab Free Trade Area.
